Joe Lombardo

Governor of Nevada

Born in Japan in a military family, Governor Joe Lombardo spent his childhood growing up across the world, until his father was stationed at Nellis Air Force Base and his family put down roots in Las Vegas. Governor Lombardo was elected as the 31st Governor of Nevada in November 2022 and sworn into office in January 2023. Governor Lombardo is focused on diversifying and revitalizing Nevada’s economy, restoring law and order in communities across the state, and bringing excellence, school choice, and accountability to Nevada’s education system.

Scott Hammond

Bio
Former Senator Scott Hammond grew up in the small town of Delta Junction, Alaska and attended the University of Alaska, Fairbanks before transferring to UNLV where he finished his bachelor’s and master’s degrees in political science and earned his teaching certificate. He taught Social Studies and Spanish for the Clark County School District for 15 years, while also teaching political science at UNLV.
 
In the Nevada Senate, Scott served on the Senate Education Committee, the Senate Growth and Infrastructure Committee, and the Senate Finance Committee as well as the Interim Finance Committee. He served as Co-Minority Whip for 6 years. During the 2015 legislative session, Scott chaired the Senate Committee on Transportation.
 
Scott has lived in Las Vegas for over 30 years and loves being a part of the valley community. Scott has been a high school basketball coach, youth leader and has worked closely with many organizations, including Boy Scouts of America and Families Supporting Adoption. As a high school Spanish Club advisor, he traveled extensively with his students all over Central America and Spain. One of Scott’s proudest accomplishments is as a founding board member of Somerset Academy, a highly successful charter school with several Las Vegas campuses. Scott has been married to Tonya for 32 years, and they have four wonderful children. Scott and Tonya are both activists for child adoption causes.

Zachary Alexander

Engagement and Programs Specialist

Bio

Mr. Alexander resides in Sparks, Nevada and is a graduate of the University of Nevada, Reno (UNR) where he earned a degree in broadcast journalism. His dedication to community building and engagement is reflective in his many leadership roles serving as executive director for Hillel of Northern Nevada, where he founded Jewish student chapters at both UNR and Truckee Meadows Community College and worked to strengthen the Center for Cultural Diversity at UNR. He continues to support local Jewish causes such as Holocaust education and fighting anti-Semitism. Mr. Alexander excelled in digital and content communications roles in the hospitality, food & beverage, tourism, and gaming industries. Additionally, his efforts in the private-sector applying new communications platforms to increase participation in job fairs and training programs will be valuable as OWINN continues to work toward reducing the workforce shortage and increasing labor force participation through public-private partnerships.

Tony Villalobos

SANDI Grant Manager

Bio

Villalobos is a native Nevadan, growing up in Pahrump, where he went through grade school and graduated from Pahrump Valley High School. Soon after graduation he began attending the College of Southern Nevada in Las Vegas while working in the Admission, Financial Aid, & Bursar’s Office. This is where he was introduced to higher education in the state of Nevada and he found he enjoyed helping students find the necessary help they needed to achieve their goals. In 2001 he graduated the College of Southern Nevada and attended Great Basin College to further his education. During this time he worked at different departments at the colleges and gained more information and expertise on student recruitment and retention. He was hired as the Project SANDI Career Navigator at Great Basin College and he was able to achieve the goal of qualifying the most Project SANDI students in the state of Nevada. Soon after, he was hired as the Project SANDI Coordinator at the Nevada System of Higher Education were he collaboratively setup a SANDI ONBASE application system where all Nevada Colleges who received SANDI funding were able to have students apply with a standard SANDI application. Most recently, he was recruited by the Governor’s Office of Workforce Innovation as the SANDI Grant Manager. He looks to finish this last grant year with the goals of serving our target population of veterans in Nevada and having SANDI Success Ceremonies through out the state acknowledging the students who received SANDI Funding and where able to finish the short-term training programs and gain employment. It has always been a pleasure for him to serve the Great State of Nevada.

Kristen Dwyer

NPWR Analyst Liaison to NPWR Advisory Board

Bio

Kristen Dwyer is originally from New Hampshire, received her received her Bachelor of Science in Agricultural Communications and Journalism from Texas A&M University and a Master of Arts in Communications from Texas A&M University-Corpus Christi, and has now lived in Las Vegas since the summer of 2017. She has been with OWINN since May 2021 as the Grants and Programs Manager overseeing all aspects of the over $20 million dollars of federal grants awarded to OWINN, having come from the College of Southern Nevada (CSN) where she managed a STEM grant and was the Coordinator to the Vice President of Academic Affairs. Prior to working at CSN, Kristen served for eight years in various capacities for the Harte Research Institute for Gulf of Mexico Studies at Texas A&M University-Corpus Christi, including working as Outreach Program Manager, Assistant to the Executive Director, and Business Support Specialist

Katie Gilbertson

Policy Analyst Liaison to Governor’s Workforce Development Board

Bio

Katie Gilbertson is a Nevada native with a robust background in public policy and economic analysis. She graduated summa cum laude one year ahead of schedule from the University of Nevada, Las Vegas (UNLV) where she earned her Bachelor of Arts in Economics and a minor in Brookings Public Policy. Katie has worked for the Nevada Governor’s Office of Economic Development, the esteemed think tanks, Brookings Mountain West and The Lincy Institute, and Nevada’s leading economic consulting firm, Applied Analysis. She has published award-winning reports on economic and workforce development, fiscal policy, and healthcare. Katie now serves as a Policy Analyst for the Nevada Governor’s Office of Workforce Innovation (OWINN) where she is the liaison for the Governor’s Workforce Development Board and manager for various GOWINN programs

Alejandro McGarvie

Fiscal Manager

Bio

Mr. McGarvie was born in Las Vegas and is a proud Nevadan and Latino. He attended Las Vegas Academy for his first year high school then attended and graduated from Southeast Career and Technical Academy where he received a certification in Accounting. Soon after graduation, he attended the University of Nevada, Las Vegas and graduated with a degree in Business Administration with an emphasis in Finance. Alejandro has the majority of his experience in Accounting/Finance and in Higher Education. He has spent time as an accountant at Credit One Bank, Vegas Chamber and several other organizations. Alejandro also has had experience in the community through his role as a recruiter at Nevada State College, Site Coordinator at Communities in Schools and past Facilitator roles in the Latino Youth Leadership Conference. He has a fascination with the economy and business and believes GOWINN is the place to add value to Nevada’s economy.

Nestor Escoto

Fiscal Coordinator

Bio

Mr. Escoto was born and raised in Las Vegas, NV, and has lived there his entire life. Numbers have always been his passion since my childhood. An alumnus of Valley High School, he was inspired by a teacher to go into accounting. He graduated high school and went on to obtain a BSBA in Accounting at the University of Nevada Las Vegas. He is also fluent in both English and Spanish. Before coming to GOWINN, Escoto was worked with the TRIO Upward Bound program at Nevada State University as a program specialist. TRIO Upward Bound is a college readiness program dedicated to students that promotes higher education and develops leadership. It includes many low-income students and/or first generation going to college.
